The theme, content structure and duration of the film are subject to the script confirmed in writing by the purchaser, and are suitable for presentations, conferences and large-screen broadcasts.

1. Preliminary planning: Suppliers must form an exclusive creative team with complete positions such as chief editor, planning, chief photography, lighting, art, editing, color correction, special effects packaging, dubbing, and mixing.； The main creative personnel must have experience in creating similar projects for party and government agencies, medical or scientific and technological promotional videos. During the implementation of the project, the main creatives are not allowed to be replaced without authorization. If replacement is really necessary, the written consent of the purchaser must be obtained, and the qualifications and level of the replacement personnel must not be lower than those of the original personnel. Suppliers must fully conduct research, accurately grasp the theme and scope, and submit creative plans, commentary, shot scripts and shooting plans. Filming can only be done after written confirmation by the purchaser. ； The planning, narration and storyboards must be modified free of charge for an unlimited number of times according to the purchaser's opinions until confirmed in writing.

2. Shooting requirements: Use film-level/broadcast-level professional equipment for shooting, the effective resolution of the host is not less than 4K (those with 6K and above shooting capabilities are preferred), equipped with professional film lens group, lighting group, track/rocker/stabilizer and professional simultaneous radio equipment； The picture composition is standardized, the exposure is accurate, the colors are true, stable and smooth, and there is no defocus, overexposure, underexposure, obvious noise and jitter. The on-site synchronization sound was recorded separately with professional lavalier and shotgun microphones, and the sound was clear and free of environmental noise. If the script does require aerial photography, it must be completed by qualified personnel using compliant equipment and the relevant procedures must be completed by themselves. The relevant fees are included in the total price.

3. Post-production: Provide full-process post-production including rough cutting, fine cutting, professional color grading, visual effects, data visualization and MG animation, 3D/2D opening and ending packaging, subtitles, sound design and mixing, etc.； Color grading must be completed by professional colorists using a professional color grading system to complete primary and secondary color grading, so that the entire film has a unified tone and style. The commentary and dubbing are completed in a professional recording studio by professional announcers (dubbing actors) from provincial-level and above radio and television organizations or equivalent level. The Mandarin has reached Grade A. The timbre, speaking speed and emotion have been confirmed by the purchaser. ； Background music and sound effects must use genuine authorized tracks, and the scope of authorization covers all usage scenarios of this project. The whole film has a complete structure and smooth rhythm. The commentary and subtitles are consistent with the pictures. There are no typos, no watermarks or third-party words such as "Sample" and "DEMO".

4. Technical specifications of the final film: The main final film is 4K ultra-high definition, resolution 3840×2160, 16:9, frame rate not less than 25fps, MP4 (H.264/H.265), code rate not less than 50Mbps； At the same time, a 1920×1080 high-definition standard version is delivered, with a bit rate of no less than 20Mbps. Also delivered are high-quality masters, subtitled versions, non-subtitled versions, silent subtitled versions and SRT subtitle files. ； Sound loudness, color and encoding comply with large-screen playback standards.

5. Copyright and compliance: The copyright of the finished film (including reproduction rights, adaptation rights, information network dissemination rights and related property rights) and all project source files and original materials belong to the purchaser. Suppliers are not allowed to copy, use or provide to third parties without authorization. If medical scenes, cases, data and personnel portraits are involved, desensitization must be completed according to the purchaser's requirements and portrait authorization must be obtained. Patient privacy, identifiable medical record reports, non-desensitized clinical data and confidential information are strictly prohibited.

6. Modification, acceptance and delivery: Suppliers must submit for review in stages according to "script/storyboard-rough cutting-fine cutting-color mixing-finished film", and each stage must be confirmed in writing by the purchaser； During the acceptance stage, an unlimited number of free modifications must be made according to the opinions of the purchaser until the acceptance is passed. No additional fees may be charged based on changes in the number of modifications or workload. If the finished piece fails to pass the acceptance inspection, it must be reworked for free within the time limit specified by the purchaser until it is qualified. ； If the delivery is late or the goods are still unqualified after multiple reworks, the purchaser has the right to pursue liability as stipulated in the contract. The deliverables include 4K master film, 1080P standard version, subtitled/no subtitled/silent subtitled version, SRT subtitles, storyboards, project source files, all original materials and authorized files. They must be delivered on a mobile hard drive or in the method specified by the purchaser. The files must be playable normally and not damaged.

7. The 3D modeling part that takes about 60 seconds to complete cannot be replaced by AI generation.

Preliminary planning: Suppliers must establish an exclusive creative team with complete positions such as director, planning, photography, special effects packaging, editing, color grading, dubbing, and mixing.； The main creator must have experience in similar projects such as government affairs, medical or technology trailers/image films. The main creator is not allowed to change without authorization. If replacement is necessary, it must be approved in writing by the purchaser and the qualifications must be no less than that of the original person. Suppliers must submit creative plans, storyboards, and dubbing copy, which can only be produced after written confirmation from the purchaser. Free revisions will be made unlimited times according to the purchaser's opinions until confirmed.

2. Vision: Vision presents artificial intelligence and technology in a restrained digital way, using dark blue or dark gray background colors, and using fine-line grids, data flows, scan lines, and charted numbers as the main visual language.； It is strictly prohibited to use excessive designs such as neon light effects, particle explosions, and strong saturation gradients to maintain the solemnity of government affairs occasions. The entire film does not involve aerial photography or outdoor aerial photography. ； If reshoots are really needed, they will mainly focus on indoor scenes, including laboratory environments, digital slide scanning processes, doctor readings, etc., using film-level/broadcast-level equipment, with a host resolution of no less than 4K, stable images, accurate exposure, standardized composition, and placing core information in a safe zone in the middle of the screen. Give priority to the use of promotional videos and training class photo materials provided by the purchaser ； Static photos must undergo dynamic processing such as slow pushing and pulling, panning or partial displacement. A single photo must be held for no less than 2.5 seconds, and the assembly rhythm must be consistent with the entire film. ； Links that are not yet shot in real life can be replaced with similar materials, but the substitute materials must not be labeled as real scenes or specific organization names.

Post-production: complete editing, professional color grading, data visualization effects, AI interface and visual effects such as scanning lines and light strips, opening and ending packaging, full subtitles, sound design and mixing. The dubbing uses a baritone and is completed in a professional recording studio by provincial-level and above radio and television organizations or professional announcers of the same level. The dubbing is Grade A in Mandarin. The speaking speed is 200-220 words/minute. The temperament is calm and in line with the style of government science and technology. ； The music is a legitimately licensed electronic/technology track without lyrics, with a tight rhythm, and the scope of authorization covers offline public playback. Subtitles are presented throughout, with no more than 12 words per screen and no less than 2 seconds of duration, strictly consistent with dubbing. ； Hard information such as unit name, sorting, time node, collection direction, venue and number of people shall be subject to the "National "AI + Pathology" Application Innovation Activities Implementation Plan" and the written confirmation of the purchaser, and no additions, deletions, adjustments or abbreviations are allowed.

4. Technical specifications of the final film: The main final film is output according to the on-site ultra-wide screen 3840×1536 (approximately 2.5:1), MP4 (H.264), and the bit rate is not less than 40Mbps； At the same time, a 1920×1080 (16:9) standard version with a bit rate of no less than 20Mbps is provided for use when it is confirmed to be a regular screen on site. 5. Copyright and compliance: Before using the purchaser’s promotional video materials and training class photos, you must confirm that re-editing is possible and that the portraits of the people in the images have been authorized.； The authorized scope of music, fonts, pictures and other materials must cover offline public playback, and any unauthorized or inconsistent authorized content shall not be used. In the policy content, only the standardized keywords verified by the purchaser will appear, and the full name and description of the document that has not been verified will not appear. ； The name of the event shall be uniformly "National 'AI+Pathology' Application Innovation Activity", and the name of the competition shall be uniformly "2027 National Smart Medical Insurance Competition". Other competition names or mixed names or abbreviations shall not be used. The copyright of the finished film and project source files and materials belong to the purchaser. ； Patient information, identifiable pathology reports, non-desensitized clinical data and confidential information are strictly prohibited. ； There are no words such as "sample" or "DEMO" on the finished film.

6. Modification, acceptance and delivery: Submit for review in stages according to "script/storyboard-rough cutting-fine cutting-color grading-finished film" and be confirmed in writing by the purchaser. During the acceptance stage, there is no limit to the number of free revisions until it is qualified. If it is not qualified, it will be reworked for free within the specified time limit. Self-examination before delivery: the duration is 2 minutes and 00 seconds with an error of no more than 2 seconds, the resolution and aspect ratio are consistent with the live screen, the core information is located in the central safety zone, the subtitles are complete and consistent with the dubbing, the names and units are sorted accurately, the time nodes are accurate, there is no confidential or private content, and the deliverables are complete. The deliverables include 3840×1536 master film, 1920×1080 standard version, subtitled/unsubtitled/silent subtitled version, SRT subtitles, storyboards, project source files, materials used and authorization files.
